Operations Managing Director, Services at Open Function (OpenFn)

Leads and scales the services delivery portfolio across government implementations, managing teams, business strategy, and financial sustainability of digital public goods programs.

Exec Remote Posted about 12 hours ago RemoteFirstJobs Product
What this role involves

Type: Full-time contractor (hours negotiable)

Location: Remote - Africa/Europe time zones (strong preference for candidates based in Africa)

Reports to: CEO

Direct reports: Head of Implementation, Implementation Engineering Director, and Senior Advisors on the Services Team

OpenFn is the digital public good for public service automation & AI orchestration. Our platform automates data exchange and digital workflows so that governments and NGOs can deliver public services more efficiently, achieve interoperability across fragmented systems, and scale critical public services across health, humanitarian, and government programs.

Our team, Open Function Group, the primary steward of this open-source platform, is a lean, fully-remote team of integration specialists, solution architects, and implementation consultants working across 40+ countries.

We are not making marginal improvements to already comfortable lives. We are building the infrastructure that allows governments to function, clinics to operate, and vulnerable populations to access services they depend on. The solutions you design will shape whether a ministry can reach its citizens, whether a health system can act on its own data, and whether a government can adopt AI on its own terms rather than someone else’s.

The role

This is a chance to influence how governments approach AI adoption, public service automation, and digital transformation, not from the outside, but embedded in the delivery of real programs. This year we have 8 government implementations across Africa and Latin America, with global adoption accelerating, and we’re at an inflection point in scaling that critical work. At the same time, we’re trying to solve something few digital public goods have solved: how to be both deeply impactful and financially sustainable, borrowing hard-won lessons from enterprise software and open source companies and adapting them to markets those playbooks weren’t built for. This role sits squarely at that intersection, owning both the impact and financial sustainability of what we deliver, because we believe the two are meant to reinforce each other, not compete.

We are hiring a Head of Global Services to own the full portfolio of delivery work at OpenFn, from project-based implementations to the management and delivery of capacity building “expert days” on retainer for subscribing governments and iNGOs. This role is primarily about team leadership and enablement, business strategy, sales support and scoping, and technical/implementation strategy consulting for government clients and external partners, including both large consulting firms and small local implementers.

OpenFn’s Services organization has historically operated like a traditional IT consulting practice: the same people won new business, scoped it, and delivered it. As we sell more subscription bundles and shift toward recurring, subscription-shaped revenue for our consulting, support, and expert-days work, that model is changing. Sales and account management responsibilities are moving into our Growth organization, and Services is becoming a focused delivery and technical authority function: accountable for scoping accuracy, delivery quality, and SLA performance, not for owning the entire end-to-end sales relationship.

You will be a central architect of that transition: helping design, validate, and then operationalize OpenFn’s new subscription-centered delivery model. You’ll be part of the core strategy team, interfacing regularly with the Head of Product, Head of Growth, CEO and COO, while working closely with our Head of Implementation (who owns day-to-day portfolio execution and financial governance), our Growth organization’s BD Leads and Partner Managers (who own new pipeline and deal-closing), and our Implementation Engineering Director (who owns technical architecture and quality across the delivery portfolio).

Think of this as the role that holds Services accountable for what it delivers, while giving the team the leadership, scoping discipline, and strategic clarity to thrive as the business model shifts underneath it.

What you’ll be doing

Team Leadership & Enablement

  • Lead and develop the Services leadership team, including the Head of Implementation, Director of Engineering, and senior engagement/consulting leads, ensuring they have the strategy, tools, and support to deliver high-quality, profitable work
  • Own hiring, performance management, and career development for the Services leadership bench
  • Maintain the operating rhythm (OKRs, review cadences, portfolio check-ins) that keeps Services focused on financial sustainability and delivery quality
  • Champion adoption of the Implementation Playbook, productization efforts, and AI tooling across the wider team, so delivery knowledge stops living in individual people’s heads
  • Partner closely with the Head of Product to support strategic alignment and a continuous feedback loop between service delivery and the OpenFn platform

Sales Support, Scoping & Deal Negotiation

  • Partner closely with the Growth team during pre-sale to scope engagements accurately, size Expert Days allocations within subscription bundles, and structure pricing that protects target margins
  • Serve as the senior technical and delivery voice in deal negotiations, providing the delivery sign-off on scope, timeline, and resourcing that’s required before any contract is signed
  • Advise Growth on what is realistically deliverable, flagging over-commitment risk before it reaches a client
  • Support RFP responses and proposal development for complex government and NGO engagements

Technical & Implementation Strategy Consulting

  • Serve as a trusted technical and strategic advisor to government ministries, NGOs, and implementation partners, including both large consulting firms and small local providers, on how to structure successful OpenFn-based programs
  • Advise ministry and NGO leadership on broader digital transformation and AI adoption strategy, not just OpenFn-specific implementation choices
  • Represent OpenFn in high-stakes client conversations, escalations, and strategic account relationships
  • Travel to conferences and partner workshops to represent OpenFn and provide expert strategic and technical advisory
  • Provide implementation strategy guidance that balances client needs, platform capabilities, and OpenFn’s delivery capacity

Delivery Portfolio Oversight

  • Own the delivery-side financial accountability for the Services portfolio, translating booked revenue into profitable, efficient execution: gross margin, operating costs, and delivery efficiency against target
  • Oversee delivery of both traditional implementation projects and the expert-days component of subscription bundles, ensuring consistent quality and SLA adherence across both
  • Partner with the Head of Implementation on portfolio-level financial governance (dashboards, margin monitoring, invoicing discipline), while she owns day-to-day operational execution of these systems

Subscription Operating Model Design & Transition

  • Play a leading role in designing, validating, and operationalizing OpenFn’s shift from a traditional IT-consulting delivery model to a subscription-shaped delivery and revenue model
  • Participate in OpenFn’s Global Strategy Team to design, validate, and iterate on our business model, including drawing on how established enterprise software and open source companies structure recurring-revenue delivery, and adapt those lessons to the realities of LMIC government and NGO markets
  • Help define how Services engages with the emerging “front door” structure: the division of labor between Growth (lead generation, pre-sale, partnerships) and Services (scoping input, SLA delivery, Expert Days, training, and implementation-partner enablement)
  • Provide input into pricing, scoping frameworks, and delivery playbooks specific to bundled subscriptions as they’re piloted and rolled out
  • Identify and flag structural or operational gaps as the model evolves, and adapt team processes accordingly

To successfully ensure the technical quality of solutions implemented by the OpenFn services team, you should have the following qualifications and be comfortable consulting with a diverse range of technical stakeholders.

  • 12+ years experience in technical or professional services delivery in B2B/B2G

  • 5+ years at a public-sector-facing technology organization

  • 3+ years leading a technical or professional services delivery team at a B2B or public-sector-facing technology organization

  • Demonstrated experience delivering large, national-scale technology implementations for government partners (e.g., national registries, health information systems, social protection platforms) is a strong advantage

  • Demonstrated experience owning portfolio-level financial accountability (gross margin, operating costs, and delivery efficiency against target); this role is accountable for efficient, profitable delivery of booked revenue, not a new-business sales target

  • Strong financial fluency: comfortable owning financial targets, and translating them into team-level operating discipline

  • Proven experience managing and developing a team of managers or technical delivery leads, not just individual contributors

  • Experience scoping and negotiating complex, multi-stakeholder deals, ideally with government, NGO, or large enterprise clients

  • Willingness to travel internationally (at least once per quarter) for conferences, partner meetings, and government workshops

  • Working knowledge of the operational differences between project-based (services) and subscription-based (recurring) revenue models, and how delivery needs to adapt between them

  • Demonstrated experience being the senior technical/delivery voice in commercial negotiations and public sector contracts

  • Experience working with or managing external implementation partners (systems integrators, consulting firms, or similar)

  • Excellent written and verbal English communication, including facilitating strategic conversations with government and NGO stakeholders

  • Working proficiency in French or Spanish is a strong advantage

  • Background in international development, digital public goods, govtech, or global health is a strong advantage

  • Proven ability to operate effectively in a lean, fully-remote, distributed organization

  • Ability to work from home or a shared office space with fast, stable internet, preferably in a country that is located in Africa/Europe time zones

Financial compensation is commensurate with experience.

N.B.: Selling to NGO & government customers, we don’t offer Silicon Valley pay, but high quality of life and fair, transparent, and competitive compensation is important to us.

Flexible working schedule.

We’re fully remote, with team meetups across Europe and Africa (our last three were in Kigali, Cape Town, and Dakar).

Exposure to hottest industry and technology trends and leading health and humanitarian interventions in the sector.

Opportunity for leadership and advancement. You will be a key contributor to our company’s strategy and direction.

The opportunity to shape our strategy and impact millions of lives through our open source software in a small, mission-driven organization.

Engineer Legion: Chief Architect

Chief Architect leads technical strategy and hands-on system design across AI, distributed systems, and platform architecture for a workforce management platform.

Exec Remote Posted about 15 hours ago We Work Remotely — Programming
What this role involves

Headquarters: Remote, United States

Chief Architect

Remote - US

Legion Technologies is building the AI-powered operating system for the hourly workforce. We are hiring a Chief Architect to serve as Legion’s most senior hands-on technical leader and to shape the technical foundation that will power the next decade of product innovation.

This is not a strategy-only or advisory role. The Chief Architect must live close to the code, go deep with engineering teams, challenge assumptions, write and review technical designs, make high-consequence architecture decisions, and help turn bold product ambitions into scalable, reliable production systems.

This person will own architecture and technical decision-making for the most complex parts of Legion’s Workforce Management platform, including AI, optimization, forecasting, scheduling, distributed systems, data platforms, real-time decisioning, enterprise scalability, security, compliance, and developer productivity.

The ideal candidate has built and scaled mission-critical software used by large enterprise customers, has deep technical credibility with senior engineers, and can operate fluidly between code-level decisions and long-term platform strategy. They are pragmatic, decisive, opinionated, and comfortable making hard tradeoffs when simplicity, scalability, reliability, or customer trust require it.

This role reports to the Head of Product, Engineering, and Support. This is an open role currently being filled on an interim basis by the CEO.

Responsibilities and Duties

Hands-On Architecture and Technical Decision-Making

Serve as Legion’s senior-most hands-on technical authority for complex architecture, system design, and platform evolution.

  • Personally dive into code, design documents, production incidents, performance bottlenecks, and implementation tradeoffs to diagnose root causes and guide technical direction.
  • Lead the hardest technical decisions across AI systems, optimization engines, distributed systems, data architecture, reliability, scalability, security, and platform modernization.
  • Write prototypes, reference implementations, architecture decision records, technical specifications, and design patterns where needed to unblock teams and establish clear direction.
  • Make high-consequence technical decisions with incomplete information, balancing correctness, simplicity, speed, scalability, reliability, cost, and long-term maintainability.
  • Challenge architectural drift, unnecessary complexity, weak abstractions, and short-term decisions that create long-term platform risk.
  • Partner directly with Staff, Principal, and senior engineering leaders in design reviews, code-level discussions, and implementation planning.

Platform Architecture and Technical Vision

  • Define and own the long-term architecture for Legion’s AI-driven Workforce Management platform across application services, data infrastructure, ML systems, optimization engines, APIs, integration architecture, developer platforms, and enterprise-scale operations.
  • Establish engineering-wide standards for system design, scalability, performance, reliability, extensibility, observability, security, and maintainability.
  • Serve as the final architectural authority for major platform initiatives and technical decisions with long-term consequences.
  • Identify opportunities to reduce complexity, improve system efficiency, accelerate engineering velocity, and unlock new product capabilities.
  • Proactively surface technical debt, architectural risk, and platform constraints before they compound into customer, product, or engineering velocity issues.
  • Create pragmatic migration paths from current-state architecture to target-state architecture while maintaining uptime, customer trust, backward compatibility, and delivery speed.
  • Ensure Legion’s architecture supports enterprise configurability and extensibility without allowing uncontrolled customization or product fragmentation.

AI, Optimization, and Decision Systems

  • Architect AI-native product capabilities across forecasting, scheduling, labor optimization, recommendations, copilots or agents, anomaly detection, decision automation, and other intelligent workforce management use cases.
  • Define the architecture for production AI systems, including data pipelines, feature platforms, model training, model serving, retrieval, evaluation, monitoring, feedback loops, and continuous improvement.
  • Make clear build-versus-buy decisions across LLMs, classical ML, optimization solvers, retrieval systems, evaluation frameworks, and internal AI platforms.
  • Partner closely with Product, Data Science, and Engineering to turn mathematically complex labor optimization problems into reliable, scalable, explainable production systems.
  • Establish standards for AI system quality, including accuracy, latency, cost, explainability, drift detection, reliability, customer-specific behavior, and production observability.
  • Ensure Legion’s AI capabilities remain differentiated, defensible, enterprise-ready, and deeply integrated into operational workflows rather than bolted on as superficial features.

Distributed Systems, Data, and Enterprise Scale

  • Drive architecture for large-scale, multi-tenant SaaS systems serving complex enterprise customers with high availability, performance, security, and compliance expectations.
  • Lead technical decisions involving microservices, APIs, event-driven architecture, distributed data processing, real-time systems, data governance, and large-scale analytics.
  • Improve the architecture for observability, incident analysis, performance engineering, capacity planning, reliability, and operational excellence.
  • Use production data, incidents, escalations, and customer operational patterns as inputs into architecture and platform improvement.
  • Ensure architectural decisions support global scale, data residency, enterprise integrations, configurability, extensibility, and long-term platform leverage.

Product, Business, and Customer Impact

  • Connect technical decisions directly to customer value, product velocity, implementation speed, scalability, reliability, and long-term platform advantage.
  • Partner with Product and Engineering leadership to translate ambitious product goals into executable architecture and technical roadmaps.
  • Understand enterprise customer complexity and design systems that support real-world operational variability without creating unsustainable technical debt.
  • Support strategic customer, partner, and vendor architecture discussions where deep technical credibility is required.
  • Help evaluate technical implications of major product, partner, platform, and commercial decisions.

Engineering Culture and Technical Talent

  • Mentor and elevate Staff Engineers, Principal Engineers, architects, and senior engineering leaders across the organization.
  • Raise the bar for technical judgment, system design, architecture reviews, documentation, code quality, operational discipline, and engineering craftsmanship.
  • Help assess, attract, and develop senior technical talent, including Staff, Principal, and architect-level engineers.
  • Build a culture of disciplined technical thinking, direct debate, clear decision-making, and pragmatic execution.
  • Ensure architectural decisions are documented clearly, understood broadly, and translated into executable engineering plans.

Security, Compliance, and Enterprise Readiness

  • Own the architectural approach to enterprise security, data governance, privacy, compliance, auditability, and resilience.
  • Ensure architecture supports SOC 2, ISO 27001, data residency, access control, tenant isolation, regulatory requirements, and other needs of large global enterprise customers.
  • Partner with Security, Infrastructure, Product, and Engineering teams to make security and compliance foundational architectural properties rather than after-the-fact controls.

Travel Requirements

  • Up to 15% travel for leadership collaboration, engineering offsites, strategic customer engagements, and other business-critical meetings.

Required Skills and Qualifications

Experience Level

15+ years of experience building and scaling large-scale software systems.Prior experience as a Chief Architect, Distinguished Engineer, Principal Architect, very senior Principal Engineer, or equivalent senior technical leadership role.

  • Demonstrated success designing and scaling mission-critical, multi-tenant SaaS platforms for enterprise customers.
  • Deep hands-on experience with large-scale distributed systems, cloud-native architecture, data platforms, APIs, event-driven systems, platform engineering, and high-availability production environments.
  • Proven ability to operate as a hands-on technical leader who can credibly engage in code-level and design-level discussions with senior engineers.
  • Experience making major architecture decisions for systems with high scale, high reliability requirements, complex domain logic, and long product lifecycles.
  • Experience modernizing large production systems incrementally while maintaining uptime, backward compatibility, customer trust, and engineering velocity.
  • Experience building or supporting AI, ML, optimization, decisioning, forecasting, or data-intensive products in production.
  • Strong understanding of observability, incident response, performance engineering, reliability architecture, capacity planning, and operational excellence.
  • Ability to communicate complex technical concepts clearly to engineering teams, executives, customers, and cross-functional partners.

Technical Depth

  • Deep expertise in distributed systems, system design, cloud architecture, service-oriented or microservices architectures, APIs, event-driven systems, and large-scale data processing.
  • Strong experience with cloud platforms such as AWS, GCP, or Azure.
  • Strong experience with modern engineering practices, including architecture reviews, design documents, code reviews, testing strategy, deployment architecture, observability, and production operations.
  • Experience with languages such as Java, Kotlin, Go, Python, Scala, or similar modern backend languages.
  • Ability to reason deeply about tradeoffs involving performance, latency, throughput, cost, reliability, developer productivity, extensibility, and maintainability.

Leadership and Judgment

  • Strong architectural judgment: knows when to simplify, when to re-platform, when to tolerate debt, and when to force a hard technical reset.
  • Demonstrated ability to make bold technical decisions with incomplete information and drive alignment across senior technical and executive stakeholders.
  • Ability to influence without relying on hierarchy, while still being willing to make clear decisions when consensus is insufficient.
  • Strong product and business judgment; able to connect architecture decisions to customer outcomes, implementation speed, product differentiation, and company strategy.
  • Pragmatic builder mindset: balances long-term architecture with startup speed, customer urgency, and execution realities.

Preferred Qualifications and Attributes

  • Experience building platforms used by millions of users or supporting very large-scale enterprise operations.
  • Experience at companies known for large-scale distributed systems, AI, cloud infrastructure, enterprise SaaS, workforce management, supply chain, fintech, commerce, logistics, or other complex operational domains.
  • Familiarity with optimization engines, scheduling algorithms, forecasting systems, constraint solvers, real-time decision systems, or mathematically complex production systems.
  • Experience architecting AI-native product capabilities, including LLM-enabled workflows, AI agents or copilots, model evaluation, retrieval systems, feedback loops, and production monitoring.
  • Experience building internal developer platforms, platform infrastructure, data platforms, ML pipelines, or large-scale analytics systems.
  • Experience designing highly configurable enterprise platforms without creating unbounded customization or implementation complexity.
  • Experience participating in strategic customer architecture reviews or technical due diligence with large enterprise customers.
  • Bachelor’s or Master’s degree in Computer Science or a related technical field; PhD a plus but not required.

Candidate Profile

The strongest candidate will be a deeply technical, hands-on architect who still has the range to shape company-level technical direction. They are not a generic enterprise architect, process owner, or strategy-only leader. They are a builder and technical decision-maker who can personally engage with Legion’s hardest problems and earn the respect of the strongest engineers in the company.

They should be comfortable moving between:

  • Code and architecture.
  • Product ambition and technical feasibility.
  • AI innovation and production reliability.
  • Startup speed and enterprise-grade rigor.
  • Long-term platform strategy and immediate technical execution.

They should be opinionated but not dogmatic, decisive but not reckless, and pragmatic without accepting mediocrity. They should be able to simplify complex systems, identify the real technical risks, and force clarity where teams are stuck in ambiguity.

Legion delivers cutting-edge technology in an easy-to-use platform and mobile app that employees love.

If you're ready to make an impact and grow your career, Legion is where you belong. Join us in making hourly work rewarding and fulfilling.

BACKGROUND AND OPPORTUNITY

There are almost 75 million hourly workers in the United States, representing more than half of the entire workforce. Historically, managing hourly employees has been difficult due to high attrition (average of 60%) and high replacement costs (average of $3,200 per employee in retail). The ongoing labor shortage and competition from the gig economy make it more difficult to attract and retain hourly employees. The top reasons hourly employees leave their jobs are a lack of schedule empowerment, poor communication with employers, and an inability to get paid early. Gen Z and the millennial workforce demand gig-like flexibility, modern technology, and compelling work options. Legion’s mission is to turn hourly jobs into good jobs, serving the hourly workers who make up the majority of the US workforce. We believe in empowering employees and helping employers be efficient and innovative by enabling intelligent automation powered by Legion’s Workforce Management platform to optimize labor efficiency and enhance the employee experience simultaneously. Legion WFM was built for the cloud with AI at the core and designed to handle the complexity of modern businesses and meet the needs of today’s hourly employees.  Our team is comprised of dedicated individuals from all backgrounds and experiences, globally distributed across all time zones.

DISABILITY ACCOMMODATION

For individuals with disabilities who need additional assistance at any point in the application and interview process, please email recruiting@legion.co

We have noticed a rise in recruiting impersonations across the industry, where scammers attempt to access candidates' personal and financial information through fake interviews and offers. All Legion recruiting email communications will always come from the @legion.co domain. Any outreach claiming to be from Legion via other sources should be ignored. If you are uncertain whether you have been contacted by an official Legion employee, reach out to recruiting@legion.co

How We Determine What We Pay

As a global employer, Legion determines pay for positions using local, national, and industry-specific survey data. We evaluate external equity and the cost of labor/prevailing wage index in the relative marketplace for jobs directly comparable to jobs within our company. Our posted salary range is based on national data and may be refined for a candidate's region/town/cost of living. For new hires, we strive to make competitive offers allowing the new employee room for future growth. Salaries will be based on the applicant’s location, level of experience, education, and specialized knowledge and skills. Additionally, we consider the external market rate, the amount we have budgeted internally, and internal equity within the company for the same position. An employee/candidate with a stronger skill set will receive higher pay.

What this role involves

About the Company

Born from groundbreaking research at Columbia University and Yale University, CertiK is a leading Web3 security company focused on securing blockchain protocols, smart contracts, and decentralized applications through cutting-edge security research, formal verification, and AI-powered technology. Founded in 2017 and headquartered in New York City, CertiK provides end-to-end security solutions including smart contract audits, penetration testing, on-chain monitoring, incident response, and compliance services for some of the largest projects in the digital asset ecosystem. Today, CertiK supports thousands of enterprise clients and Web3 projects globally, with a distributed international team spanning North America, Asia, and Europe. The company is backed by leading investors including Coatue, Goldman Sachs, Insight Partners, and Sequoia Capital, and has been recognized by organizations such as the World Economic Forum and CB Insights for its contributions to blockchain security innovation.

About the Role

We are looking for an experienced compliance and financial crime leader to help shape and expand our work across anti money laundering, virtual asset compliance, and blockchain risk management. This role is designed for someone who understands compliance from both sides of the market: traditional financial institutions and virtual asset service providers. You should be comfortable operating at the intersection of regulation, financial crime prevention, blockchain analytics, and commercial strategy. You will serve as a senior subject matter expert on AML and virtual asset compliance, helping the company strengthen its compliance capabilities, advise financial institutions and VASPs, and engage credibly with regulators, law enforcement agencies, clients, and industry partners.

About You

You are a practical and commercially minded compliance leader with deep experience in AML, financial crime, and virtual assets.

You have worked within, or closely alongside, both traditional financial institutions and VASPs, and understand the differences between conventional transaction monitoring and the risks presented by blockchain based financial activity. You are equally comfortable reviewing a complex financial crime case, designing an AML framework, advising senior leadership, speaking with a regulator, and explaining blockchain risk to a bank, exchange, or government stakeholder. You do not approach compliance as a purely administrative function. You understand how strong compliance programs, credible risk controls, and effective blockchain analytics can support responsible business growth.

Responsibilities

  • Build and improve AML frameworks, virtual asset compliance strategy, sanctions, risk assessments, transaction monitoring, and investigation processes.
  • Advise financial institutions and VASPs on virtual asset compliance, regulatory expectations, and blockchain related financial crime risks.
  • Monitor regulatory developments and translate them into practical compliance guidance and product requirements.
  • Where applicable, serve as MLRO or support the designated MLRO on suspicious activity reviews and regulatory reporting.
  • Partner with product, engineering, business development teams, regulators, law enforcement, and other industry stakeholders.

Requirements

  • Prior experience as an MLRO, Chief Compliance Officer, Head of Financial Crime, or a similar senior compliance role.
  • Experience across both traditional financial institutions and the virtual asset industry.
  • Strong knowledge of AML, financial crime, sanctions, transaction monitoring, regulatory compliance and reporting, and virtual asset financial crime risks.
  • Hands on experience with blockchain analytics, KYT, wallet screening, or similar on-chain compliance tools and processes.
  • Strong communication skills and CAMS or an equivalent AML qualification.

Bonus Points

  • Experience owning the AML program of a regulated entity, VASP licensing, regulatory examinations, or remediation.
  • Established relationships across regulators, law enforcement, banks, exchanges, or the virtual asset industry.

The expected annual base salary range for this position in the United States is $150,000 to $220,000. Compensation for candidates outside the United States will be determined based on location, experience, and qualifications.
