Leads and scales the services delivery portfolio across government implementations, managing teams, business strategy, and financial sustainability of digital public goods programs.
Type: Full-time contractor (hours negotiable)
Location: Remote - Africa/Europe time zones (strong preference for candidates based in Africa)
Reports to: CEO
Direct reports: Head of Implementation, Implementation Engineering Director, and Senior Advisors on the Services Team
OpenFn is the digital public good for public service automation & AI orchestration. Our platform automates data exchange and digital workflows so that governments and NGOs can deliver public services more efficiently, achieve interoperability across fragmented systems, and scale critical public services across health, humanitarian, and government programs.
Our team, Open Function Group, the primary steward of this open-source platform, is a lean, fully-remote team of integration specialists, solution architects, and implementation consultants working across 40+ countries.
We are not making marginal improvements to already comfortable lives. We are building the infrastructure that allows governments to function, clinics to operate, and vulnerable populations to access services they depend on. The solutions you design will shape whether a ministry can reach its citizens, whether a health system can act on its own data, and whether a government can adopt AI on its own terms rather than someone else’s.
This is a chance to influence how governments approach AI adoption, public service automation, and digital transformation, not from the outside, but embedded in the delivery of real programs. This year we have 8 government implementations across Africa and Latin America, with global adoption accelerating, and we’re at an inflection point in scaling that critical work. At the same time, we’re trying to solve something few digital public goods have solved: how to be both deeply impactful and financially sustainable, borrowing hard-won lessons from enterprise software and open source companies and adapting them to markets those playbooks weren’t built for. This role sits squarely at that intersection, owning both the impact and financial sustainability of what we deliver, because we believe the two are meant to reinforce each other, not compete.
We are hiring a Head of Global Services to own the full portfolio of delivery work at OpenFn, from project-based implementations to the management and delivery of capacity building “expert days” on retainer for subscribing governments and iNGOs. This role is primarily about team leadership and enablement, business strategy, sales support and scoping, and technical/implementation strategy consulting for government clients and external partners, including both large consulting firms and small local implementers.
OpenFn’s Services organization has historically operated like a traditional IT consulting practice: the same people won new business, scoped it, and delivered it. As we sell more subscription bundles and shift toward recurring, subscription-shaped revenue for our consulting, support, and expert-days work, that model is changing. Sales and account management responsibilities are moving into our Growth organization, and Services is becoming a focused delivery and technical authority function: accountable for scoping accuracy, delivery quality, and SLA performance, not for owning the entire end-to-end sales relationship.
You will be a central architect of that transition: helping design, validate, and then operationalize OpenFn’s new subscription-centered delivery model. You’ll be part of the core strategy team, interfacing regularly with the Head of Product, Head of Growth, CEO and COO, while working closely with our Head of Implementation (who owns day-to-day portfolio execution and financial governance), our Growth organization’s BD Leads and Partner Managers (who own new pipeline and deal-closing), and our Implementation Engineering Director (who owns technical architecture and quality across the delivery portfolio).
Think of this as the role that holds Services accountable for what it delivers, while giving the team the leadership, scoping discipline, and strategic clarity to thrive as the business model shifts underneath it.
Team Leadership & Enablement
Sales Support, Scoping & Deal Negotiation
Technical & Implementation Strategy Consulting
Delivery Portfolio Oversight
Subscription Operating Model Design & Transition
To successfully ensure the technical quality of solutions implemented by the OpenFn services team, you should have the following qualifications and be comfortable consulting with a diverse range of technical stakeholders.
12+ years experience in technical or professional services delivery in B2B/B2G
5+ years at a public-sector-facing technology organization
3+ years leading a technical or professional services delivery team at a B2B or public-sector-facing technology organization
Demonstrated experience delivering large, national-scale technology implementations for government partners (e.g., national registries, health information systems, social protection platforms) is a strong advantage
Demonstrated experience owning portfolio-level financial accountability (gross margin, operating costs, and delivery efficiency against target); this role is accountable for efficient, profitable delivery of booked revenue, not a new-business sales target
Strong financial fluency: comfortable owning financial targets, and translating them into team-level operating discipline
Proven experience managing and developing a team of managers or technical delivery leads, not just individual contributors
Experience scoping and negotiating complex, multi-stakeholder deals, ideally with government, NGO, or large enterprise clients
Willingness to travel internationally (at least once per quarter) for conferences, partner meetings, and government workshops
Working knowledge of the operational differences between project-based (services) and subscription-based (recurring) revenue models, and how delivery needs to adapt between them
Demonstrated experience being the senior technical/delivery voice in commercial negotiations and public sector contracts
Experience working with or managing external implementation partners (systems integrators, consulting firms, or similar)
Excellent written and verbal English communication, including facilitating strategic conversations with government and NGO stakeholders
Working proficiency in French or Spanish is a strong advantage
Background in international development, digital public goods, govtech, or global health is a strong advantage
Proven ability to operate effectively in a lean, fully-remote, distributed organization
Ability to work from home or a shared office space with fast, stable internet, preferably in a country that is located in Africa/Europe time zones
Financial compensation is commensurate with experience.
N.B.: Selling to NGO & government customers, we don’t offer Silicon Valley pay, but high quality of life and fair, transparent, and competitive compensation is important to us.
Flexible working schedule.
We’re fully remote, with team meetups across Europe and Africa (our last three were in Kigali, Cape Town, and Dakar).
Exposure to hottest industry and technology trends and leading health and humanitarian interventions in the sector.
Opportunity for leadership and advancement. You will be a key contributor to our company’s strategy and direction.
The opportunity to shape our strategy and impact millions of lives through our open source software in a small, mission-driven organization.

Director leads enterprise operational transformation initiatives, process improvement programs, and post-acquisition integrations across the organization.
